The general hull shape and sprit look a lot like the Rafiki 37 and Alejuela/Ingrid 38, however they all have a tiller and transom hung rudders. Maybe a custom Ingrid?

We close ours when we are not on the boat. They're usually all open when we are on the boat (except the macerator thru-hull). In our case, they're easy to access and open/close, so why not?
