Where are all the Galveston Bay sailors?

East coast, West coast, Florida, California, New England states, are these the only places people sail? I spent Memorial weekend in Galveston and watched people sit ALL WEEKEND on their boats and NEVER go sailing. Sure you see a few people sailing every weekend, but there does not seem to be the comaradery and presents you see else where, and some of the people are down right unfriendly. So my question is where are the sailors.
