Hull thickness doesn't have much to do with blister repairs if you do the repair properly. You should grind out the divot, laminate layers of FabMat and epoxy with first laminate overlapping the ground out section, next laminates slightly smaller till the patch is slightly proud of the hull, grind the patch flush and repaint.

If the blisters are very small diameter, not deep, and not concentrated in a small area, you can grind them out, fill with thickened and grind flush.
