There is no such thing as a permission to proceed.

Have you a reference to it?

Remember I have sailed into and out of the USA 3 times and am quite up to date with their rules.

Zanshin has a Cruising permit but it is coming up to expire.

He does not need to hand that cruising permit in. It expires automatically when he leaves the USA.
