Don't know why you think that. I have a current and valid cruising permit.
I did call in with CBP and they said that I should just call in my departure from U.S. waters.
Mark - If I arrive in St. Martin and have trouble the next couple of shouts are on you!
As i said it "sounds like"..... My impression only.
If you have a current cruising license (not "permit") there is techically no need to check out although each CBP seems to make up his own rules and is the ultimate authority regardless of what the law says.
The hysterical laughter you hear as you drive a way in your"new" boat ..... is the seller.
