CS33 Grounding question

Digging deep into the bilge of my 1982 CS33 I noticed that one of the most forward keel bolts is used for grounding. There is a screw threaded on top of the keelbolt and the screw holds down some number of wires. it was hard to see so I didnt count but I did see that all of that contraption is pretty much submerged in water. Question to fellow CS members if this is A) normal? and B) is there a better way to achieving grounding?
