NO post requirement to send PM

I dont see the reason for a minimum post count to send a PM.

Sailnet gets spammed on a regular basis and the moderators clean up the mess (with the help of members who spot spam in the making). There are a variety of ways that spam potentially happens. One of the more annoying is the robo-PM which works its way down the member list sending each a PM. The multi-post count requirement gives us a way of hopefully catching the spammer before robo-PM's happens. When we see a new member dump a bunch of posts in in order to be able to send PM's, the moderators look at their posts an try to determine whether we are dealing with a genuine new member or some kind of scammer. If uncertain we might email them or monitor them for a while. This was actually a pretty typical practice at the time that we began requiring a minimum post count.
