Exhaust elbow is next up. In order to do this, I have to disconnect the raw water hose that's on the exhaust riser. This hose is going straight to the anti-syphon valve. Do I need to worry about water coming in when I take this hose off the exhaust riser?

Only if it's below the water line. You could plug the inlet or add aa temporary extention to raise it above the water line while you work on the engine.

The anti syphons is above the WL and must be working or the engine would already be full of water. Removing the hose at the elbow is ok .Check the 90 L ,Thats where rubber impeller bits live.

Exhaust Riser is fine. No blockage whatsoever. What's my next thing to try?

You may also check any low point in the exhaust to be sure it's not crowded with old rusty bits from past elbow generations.

The next thing I'd check would be the stuffing box. Back it off a bit, which will likely allow more water to drip. Then run it up again and see if rpm changes. If it does, you may need to rebuild or replace it. If it was badly seized, it could have scored the shaft, but do the check first.

You are doing the runups underway at sea, not tied to the dock, right? In gear and WOT, at the dock, is not the same thing.

Do you have access to remove and inspect the pick-up tube in your fuel tank, to determine if there's a mesh screen at the tank end of it? I'm still wondering if you have some restricted fuel flow.
