Material for swim ladder steps?

I have a swim ladder that is permanently attached to the boat. It is hinged and I just drop it into the water when in use.

It has a stainless steel frame and the previous owner screwed wooden steps onto the steel cross-beams. About 16" long, and 2" across, 1/2" think. So this is a small step that does tend to dig into one's feet when boarding.

Is there some kind of softer material that I can use for the steps instead of the small wooden slats that are there now? Last year I duct-taped swimming noodles around each for a softer step. Kind of worked, but they didn't last long.

Any ideas?

Not exactly what you asked for, but IMO, the best solution to your problem (and meets several other needs, too):

I will post when I find them but there's a nice plastic piece that bolts right on. I have them OEM on my boat and have seen them on someone's site just cant find it right now. They go on alternately right foot left foot not all the way across, if that makes sense.

Yup - I have a pair of those. Good for when I go ashore and back. But not so useful for when I'm going for a swim off the boat!

Either larger wooden slats, or HDPE (starboard) slats of whatever size you prefer. Just sink the bolt heads below surface level.
