Swing keel won't fully retract? (I think)

Hello, so I've been getting my boat ready for her maiden voyage. The last part I'm still a little unsure about is how exactly my swing keel is supposed to work. It'll drop slightly on the trailer but it won't even drop down far enough to reach the trailer. It also sticks out slightly even when I winch it all the way up.

There are two bolt holes in the keel trunk. I assume the hole that is closer to the winch is to keep it retained but it seems like the keel is sitting too low and I'm not sure if there is supposed to be a hole through the keep that the bolt goes through to lock it in? I'm also assuming that the hole further back is to lock it in when it's down so it doesn't pop back up?

I added some pics so you can get a better idea of what I'm talking about. All the pictures I've seen of a San Juan 21 shows the keel fully retracted so I'm pretty sure there is a problem. Any clarification on how this is supposed to work would be greatly appreciated!!!

Funny enough I am having the same problem on my SJ21 as well. Unfortunately, mine does not move at all even on the trailer. For the holes, take a look at this page Keels - San Juan 21 Fleet 1 . At the end he explains the pin that is needed. It should be out wen bringing the keel up or down but locked in place otherwise.
