There's a certain type of person in Baltimore (where I live) who thinks nothing of rolling their window down and tossing out the chip bag and soda bottle they just emptied. I see it all the time when I'm driving. And a lot of it eventually ends up in the Chesapeake (this river is a tributary.)

Fortunately the world is also inhabited by people who do things like building and operating this machine.

When we stayed at one of the inner harbor marinas last year there was a small boat that regularly came by picking up trash in the water. They had uniforms like they may have been city employees.
