A temporary fix would be to cut some thin plastic sheet (like from a milk bottle) and insert it into the gap between the shaft and rudder tube.

Jim's Cal, How much slop in yours? and has it been repaired? I have a Cal 28 1967 and it has a 1/8 inch slop.I have had it apart to check the tube and shaft and found no real wear....Why fix what isn't broke?....Dale

There is virtually no slop in my current Cal 33, but I did that trick on my previous boat (Cal 9.2). Worked well.

Ideally you will have almost no slop and there is no addition friction preventing the rudder from turning.
