The other issue with getting the victims to 'sail' this barge, even if materials are available, is that it presupposes that one or some of these people actually know how a sail works.

Everybody should grasp the concept of paddling or rowing.. you've got the manpower and it's more reliable than the wind would ever be.

This is assuming something about their political/religious affiliations .In a democracy they may want to row in different directions.Sorta like the need of a dictator, benevolent or otherwise.

When you talk about people being set adrift at sea in the old days, I picture them being in a ship's boat, or a lifeboat like this.


The boat will be set up to use either oars or sail, so even if they don't have the oars, the oar locks will still be there, and likely the rudder too. The hull will be designed with enough of a keel to make it track straight.

If they don't have substantial poles to make oars out of they might still be able to scull it with a single long oar/emergency rudder off the stern.

Even if they are able to rig something up. they are still going to be at the mercy of the current and wind.
