Cleaning shackles

What's the best way to clean white stuff off rigging equipment?

They are called hanks not shackles. I would spray them with some McLube if they still work good if not they cost about $8 each if they need replacing

Clean with vinegar first with toothbrush or similar.
Then lube with McLube or similar.
Done.

Looks like the white crud is on the GROMMET in the SAIL and not on the hanks at all. The hanks have green verdigris but that's normal unless you want to be polishing brass every week.

What the grommets are made of and why they have white crud is another issue. It could be the grommets are deteriorating and need to be replaced. Or the vinegar might work, or some careful work with a Dremel might be needed.

White crud on grommets? Wonder what that is.
