fishing nets in the chesapeake bay

How are fishing nets marked in the bay? Crab pots are no problem. Pound nets are not a problem since they have stakes above the water which support the nets. I'm concerned about drift nets. Also I've seen what I think are crab pots with black flags on the floats. Maybe those are markers for nets, or just a crabber making his floats more visible.

Reading the link provided it seems drift nets are attended when permitted. I won't be dodging odd crab floats anymore.
Thanks chef2sail.
