Different capacity batteries in parallel cannot overcharge, undercharge, or over-discharge just because they are different capacities. They will be at the same states of charge, with the same voltages at all times.

It is important to match batteries in age and internal resistance to allow them to operate and age the same. It is important to match them in type to allow them to charge with the same optimum parameters. They need to be close in capacity if they are to be connected serially, but it isn't critical for parallel. In practice when building a bank though, it is generally a good idea to match them in capacity when in parallel too. But this isn't because of charging issues - it is more aging related, where over time different capacity batteries will age differently and the bank as a whole will likely have a shorter life than otherwise.

Any electrochemical cells of any sizes put in parallel will rise and fall at the same voltages at the same time. There can be no overcharging or undercharging unless the charge source is set this way for the particular chemistry - in which case, all of the cells will be overcharged or undercharged.

It is how combiners charge multiple batteries from a single source, and is the same as having a 1-2-both switch set to both.

As an extreme example of no harm from paralleling batteries, we have a large lithium bank paralleled continually with two small flooded lead acid automotive start batteries and all works fine. The FLA's are not receiving an optimum charge profile of course because they are forced to the lithium charge profile, so they may live a shorter life than they otherwise would, but they are not being damaged from being paralleled into the larger bank.
