Yes he does. By now he has a patented method of transmitting certain trigger phrases when he's near land and wants a tow. Tiller broken. No water x 3 days. These things wind up not being true and he needs a tow simply because he doesn't know enough to maneuver his sailboat into a harbor. He didn't literally call for a tow from USCG. I don't think they tow people just because an unskilled sailor asks for one.

He called Mayday as I understand it, and he does some variant of this every time he wants to make landfall.

I've found his exploits amusing, there is a years long thread at Sailing Anarchy about him, but the involvement of rescue assets, repeatedly, on a deliberate basis, is disgraceful and in my opinion he should be brought up on charges for false distress calls and the like.

And I believe he has littered a bit. I think he left a San Juan 24 grounded in Alaska, and abandoned another in Samoa.
