O'day DS 2; Centerboard Rigging

Why is this bungee attached to the centerboard rope? Also, how difficult is it to inspect and / or replaced the centerboard cableing and rope system? I'm taking this to KeyWest Late next month and wanting to get her in top shape!

It looks as if it is a "jury rig" to act as a shock absorb-er when, and if, the board drops to protect the lifting/lowering rigging.

Maybe a "helper" to raise the board. Could also be used to put some tension on the lines so they aren't flopping and tangleing. Can't really tell from those pictures.
Never owned an Oday but owned a few other C/B trailer sailors in the past.
