So, I have got this boat in my hands and am going to revive it. I love the boat a lot and know that it is currently P.O.S but think in the long run of things is the one for me... she is 30' long and has a three cylinder volvo in it. The guy said she is a De Kleer Fraser 30 can anyone confirm that or if not does anyone know what she is

It is a Fraser 30. DeKleer's moulded the glass and did a very good but basic job of it - nothing remotely exotic, not even vacuum bagging, strictly woven roving and bucket & brush.

Most of them were bought as hulls & decks so the build quality is variable - survey pretty essential unless you know your stuff in that regard.

Pretty good boats - that one is essentially an enlarged Cal 28. The raised deck makes them comfortable to handle.

Is that berthed at Shelter Island?
