It is the wiring of the bank that is causing the problem. 1 and 2 are in series to create 12 volts. 3 and 4 are also in series to create 12 volts. But you are drawing off of 1 and 2 therefore they are doing the most work. Wired the way they are batteries 1 and 2 will not only use more water but have a shorter lifespan.
Batteries should be wired to draw across the bank evenly. The diagram below, from Trojan, shows this.
