Powerful gusts capsized a sailboat in the whitecaps of Charleston Harbor on Tuesday and two people were rescued by a U.S. Coast Guard cutter. Gusts as strong as 30 mph were reported when a 14-feet long sailboat flipped into waves roiling four feet high.
