Will the boat actually be full time in Virginia? That's the only reason it would matter.

Full time as in where it's moored? Yes, hailing port will be in Virginia. Though we will be venturing up the Chesepeake into MD waters for weekend trips and eventually up/down the coast. I hope I'm answering your question.
