I see two options.
1. Cut out part of the top of the old black water tank to give you access to do a proper job. Since you don't use it, not need to seal the hole you cut watertight.
2. Put in a poly or bladder tank. I prefer the poly option. There are companies that sell literally hundreds of off-the-shelf poly tanks. Yes you would lose some capacity, but might be the best long-term option.
