Replace the pump. It's easy and will only take you a few minutes.
But save your old one. There may be a rebuild kit available somewhere, and if there is I'd rebuild it and put it with the rest of my spares.
You do not want to replace this pump with an electric.
That little lever is indeed a priming lever. Be aware that it ONLY pumps fuel during the last 1/4 " of travel, even though the lever travels about 2 inches or so.
Follow the manuals directions for priming and you will be fine.
