Perhaps the water is to lubricate the skids. They used to side launch lake freighters like this in Collingwood, Ontario. Pretty much the same except that the freighters were 600+ feet long. Displaced a lot of water. Here is video of the launch of one in 1965. This ship sunk in the St Lawrence River in 1974. The Collingwood shipyard is now condos sadly.

Looks similar to a navy destroyer comming off the ways and the water was actually water jets on the side of the superstructure from shore side to start/ assist in the launching
