The idling on our Yanmar 3gm30f has suddenly increased to 1.600rpm when starting the engine with the handle In idle position. The handle has also become harder to push in forward position and now needs to be pushed to 90 degrees to achieve full speed

How do I adjust this on the screw on the cable ?

Sounds like a cable slip. You can also visually check whether the idle adjustment screw has become out of adjustment. It's on the starboard side of the motor. Just follow the throttle cable and you'll see it.

In addition to what has been suggested, maybe the cable has been crimped or squashed, or needs to be lubed. Before putting your hands on the idle adjustment you could try disconnecting the cable from the pump lever or attachment and see if it returns to its proper idle speed. Very likely it is a cable problem, either at the control or at the engine.

The lever (throttle shaft) on the engine is hard to move to idle position caused by a water leak from the seawater hose above the shaft area.

Beeing a newbie on this I will have a Pro clean and lubricate the lever and fix the lever.

Thanks a lot to all if you for helping with this
