Is it possible to contact the Inner Harbour Marina and make a reservation for several night stay? I try calling and just get an answering machine. Active Captain states they have very few transient slips available.

Many marina offices are closed on Mondays, especially out of "season". If you called yesterday, that may be why you didn't get an answer.
