Hi.
I just bought an older 4hp Johnson, and it seems in good shape. Starts and runs fine, but there is only a dribble coming out of the 4 vertical holes in the middle of the leg. I'm assuming these are the exit holes for the water pump, but maybe I'm wrong?? I did change the impeller even though the old one looked fine thinking that would fix it, but no luck, even at high RPM.
Anyone have any experience with this motor, and know what I should expect as far as flow thru the pump?

I did a pretty thorough renewing of a neglected '87 8hp Johnson Sailmaster two years ago, and found the following site EXTREMELY useful. This guy knows his stuff...

I also bought a service manual. Here's a possibility for your engine...

Johnson Evinrude Outboards 1.25-60HP 1973-1989 Repair Manual 1-2 Cylinder, 2 Stroke - Seloc 1302-IB

I wish I could be more help than that. I know my engine inside out, but you have a 1977 4hp, and I have no idea how similar or dissimilar the two are.
