Diesels work on a governor. Unlike cars when you set the throttle you're setting the speed you want the governor to run at. The problem's likley in adjusting that system. If you a hands-on type getting a copy of the shop manual would be a good first start.

Hummm I'd first suspect the cables, either at engine side or command side. With engine off, position at fully accellerated, check accelerator arm at engine side for any additional course not achieved by cables; might be a simple adjustment.

Could it reach 3,000 rpm before?
