Just about to haul out and tarp down my boat, and wonder if anyone can give me suggestions for reducing or eliminating mildew growth through the winter.

Consider use of paraformaldehyde crystals inside the boat (Mildew-Gasz, etc.). Vent boat well before going down below in the spring as the contained atmosphere will be toxic. Any ventilation that you can add will help.
Wipe down around the stove, galley, refrigerator/cooler and anywhere else you can stand with some diluted bleach or good cleaning stuff. Wipe out the insides of lockers, too. Open all lockers on the boat and get all paper products - basically growth substrates - out of the lockers. Books, brown bags, etc. all grow the crap....
