I have a 1975 Catalina 27 and would like to mount a small solar panel. I have a 20 watt go power "indestructable" panel that I bought from the sailnet store.

I would like to mount the panel off the stern rail, but offset to one side since I have an outboard engine on a sliding mount. I have not been able to find any off the shelf solutions. Any ideas?

My other thought was to mount it on the forward hatch, in front of the mast. I am afraid it will get stepped on in this location until it breaks, however.

I used hamilton ferris to do my mount, they have done a good job on several of my panel projects

If it is a semi-rigid amorphous thin-film panel, mounting on the forward hatch is probably your best bet. Most of the thin-film panels are durable enough that they can be stepped on or even walked on once in a while.
