Interesting terminology that I've never heard before. I wonder what a "stalled sailboat" actually means, when translated out of newspeak into real language? No wind and a failed engine? That would mean a vessel not under command according to the COLREGS (Part III, Rule 27) , which has a very different meaning to what the article and headline imply.
