what did you use for packing material? Mine drips not at all when not turning and just a few drips a minute when turning. I used the Gore Tex GFO Fiber 3/16" packing.

With the nut set to give the target 2~3 drips/min in forward, it will drip a lot when not turning.

This seems surprising. Did you check for excessive scoring on the shaft? Is there possibly a crack or other defect on the nut? This is probably a good question to cross-post to the engine forums if you have not already.
