From a google search on it, it appears that you can not get a propane tank re-filled in NYC, at least not while you wait, since it appears that it isn't legal to do so anymore.

Island Greenery on Long Island can probably fill your tank as well...I searched and I called for you on this interesting problem. The best
answer I found came from calling this dealer:

He explained that there is no one in the 5 boroughs that refill
barbecue propane tanks, but exchange only. I explained it is a special
size and he said it can be dropped off, they will send it out to be
refilled and the process takes about 2 days.

They had never heard of there being a problem like this. They searched
Manhattan zip codes to find no service. Put me on hold to see what
they could find and came back to tell me that you have to go to New
Jersey! They no longer can even ship fire starter cubes or barbecue
lighters through the US Mail since 9-11 and New York does prohibit the
refilling of propane.
Do try McKinney. They may be your best bet.
