I see you posted this question back in April. Somehow I missed it at the time.
I expect you found something by now, but if you're still looking for the rubrail padding material, you can get it from Jamestown or Hamilton:

Personally, I'm not sure this is what I'd use on your Whaler. It is good padding material (we have it on two of our dinghies), but I think I'd want something a bit more robust on the Whaler.
I have seen some nice arrangements where several of the smallest size boat fenders are strung with knotted line and hung horizontally along the gunwale on each side of the boat. I would aim for something like that unless the cosmetics deter you --- not everyone warms to the idea of permanently mounted irish pennants.
