Report: Sailboat that delayed ill-fated Antares rocket won't be fined

If the sailboat had been in the hazard zone and within U.S.'s territorial waters, the Coast Guard would have been able to issue a fine, according to Ron Walsh, project manager of the Range and Mission Management Office at NASA's Wallops Flight Facility.
