hi - tried to sail with a new/used sail while my genoa is geting a new suncover. but since the new sail's shorter, it led to the halyard getting wrapped and refusing to unfurl until i'd argued with it for quite a while.

if i connect the tack with a line to the furling drum at the bow, and then run the head of the sail up to the halyard hole will i be ok? or do i need to do something else? thanks for any suggestions.

Normally the pendant is placed at the head. If it comes from a sailmaker it may have a luff tape on it. But some goofy sailors love having the tack raised....

You could add pennants top and bottom to get the sail exactly where you want it.. Up a bit for some more fwd visibility. The main thing is to get the swivel back up near the top.

Adding a pennant to the tack can work. However, you might want to inspect the forestay at the masthead. That halyard wrap you experienced could have birdcaged your forestay.
