I look at it this way…. If I’m going to spend a lot of time on a boat, there are going to be (lots?) of times I want to have an enclosed spot I can sit and read or work and still look out, and still escape sun, rain, wind etc. Sure,I will spend plenty of time in the cockpit, but sometimes that won’t work out. I don’t care about someone being able to look in.
You mention a 22ft boat in your original post. Getting what you are looking for in that size range is very difficult. There is one boat I can think of that might work for you, there is even one in my yacht club, but I cannot remember the manufacturer. I will try to snap a pic when I go down next.

When you get into larger boats it is easier to get what you describe in Deck Salon and Pilot House designs if that is really important to you, although those designs come with their own set of compromises. They often sacrifice a good working deck which makes them less ergonomic to sail. They can also shrink the size of the cockpit and disrupt the sight lines from the cockpit, which are unacceptable compromises to many people. That is why more traditional below deck designs are still much more common.

Our boat is the traditional "down below" design but it is bright and airy. When standing up you can see out through long cabin windows, and when seated at the dinette you can see through strategically placed portlights in the hull. It works well for us as we have no desire to be in a goldfish bowl like so many powerboats.

This is the boat I was thinking of that might suit the OPs needs. I can't remember what make and model it is, but it is surprisingly roomy for a small boat.
