That plaque means that at one time the vessel was a documented vessel in the US. Official number; 52381 and her registered net tonnage was 6.
As it is such a short number I would guess it to be a very old boat?

Ohhhhhh official number. Who was it registered with US Coast Guard

Our "Official Number" is less than Bill A's, though we do have the same number of digits and our boat is newer than his. There may be some size or other code system we don't know about, or they could simply assign random numbers. Look up U.S.Coast Guard Documentation for more info.
