As a wooden kayak builder, we just use silicone to bed small screws like you find with the tiller tamer in wood. I have bedded in epoxy as well when it was handy. And by silicone I mean an appropriate marine grade one not for the bathroom or aquarium.

Not sure you would have a problem though on a tiller given how they are put together but it never hurts. Hate to see the tell tale ring around a screw that wasn't sealed correctly in nicely finished wood.
