It's a compass with the cardinal points denoted by an 8 pointed surround like Jughead's hat.. ;)

All right the answer . In current time it is referred to as a tell tail compass . Back in the day it hung in the captains bunk , so he could look up at it and know if the Jug Head on deck had the ship on course .

Have that too. It is used to see if Tinkerbell (monitor windvane) is still on course, or to track Crazy Ivan, the somewhat erratic electric auto pliot is still sober.

Thank you Mr. 60 and every one else . A while back a friend of mine was working on a mansion In the Hollywood Hills Ca. , the mansion's owner were long gone and the property was being raised for new construction . Well my friend came across this compass that you could only read if you were laying on your back , it had a ornate gimble and a dry card and was bronze . He gave it to me , knowing little Patricia A well . I did some research on it and found that it came from Frederic Lincoln 's shop from the mid 1800's .

Well there you go. I remember such a thing but have never seen one and certainly didn't know what they where called.

Cool idea to wake up and know if you've swung around on your anchor too.

If underway and I'm down below, I take a peak at my iphone or ipad, both of which have a nav app. Yes, I've sat on the throne and kept on eye on the jughead's course and speed. :)
