I'm looking for a good Coastal Navigation Software for the area from San Diego to San Francisco, including Catalina and the Channel Islands. Any information will be greatly appreciated.

What's your budget. Seaclear II is free, and works with the BSB-format raster charts you can download from NOAA. Not the best or most comprehensive software package out there, but it is FREE.

If you go get a Maptech Chart kit, you'll get a copy of offshore navigator lite

Can you get electronic charts from your GPS vendor? I have a 2 year old Magellan XL handheld and I have the whole West Coast + Hawaii on a SD Card. Shows water depth, marinas, channel markers, etc.

This may be a bit difficult, considering Maptech went belly up. :)

Yes, but the charts are now owned by Richardson, and so probably don't come with the free software anymore—since the software and the charts are owned by separate companies now.
