Send a man down in to the engine room and watch the throttle cable very closely at the time of the changing idle. Is the throttle actuator lever on the motor moving slightly at that moment? If so, you have a sticking cable and it should clear if you lube it. It is worth a try to have a wee look. If it is sticking, try some WD40 (or similar) inside the cable. I know of no better cable lube than WD40. It works well for motorcycle cables. In all the years of using it, I have failed one cable, once. Before that, they failed with regularity.
