It is only about a foot on the long edge.
So a drogue is unlikely

Do you think it might have been a launch bag for a spiniker?

Why is a Drogue unlikely if it were for a dinghy or a kayak or other small vessel like a life raft? Fishermen also use them to slow their drift etc. A drift sock.

@ 10 inches it's unlikely that it's for a spinnaker bag

The little black loop at the end ( right side in the photo) would be for a trip line, to retrieve it.

It also looks like one side has been ripped off, so who knows? Is the small end open or closed? It would be open for a drogue. I can't see how a 1' long bag would fit any spinnaker. Could be a bag for a throw line or similar.

Either way, it looks like junk to me.

I talked to my son who identified it immediately as he used to use it.
He says it is an old-style hiking seat for a Hobie 16 from about the '80s.
At least that is his take.
It explains why there is a metal buckle to pull the lines together like a parachute.
